Troubling news: A current ballot in place until July 2022, known as Petition 13, will attempt to strip Oregon of all hunting, fishing, livestock farming, and more.
This is a real possibility through The Abuse, Neglect, and Assault Exemption Modification and Improvement Act. Or Petition 13 for short. It aims to remove all outdoor actions involving animals – from those necessary for some’s survival to recreational pastimes as old as mankind. Hunting, fishing, raising livestock for food, ranching practices, and any form of animal husbandry are to be banned across Oregon without exception if Petition 13 moves forward.
If this reads alarmist – unfortunately, it has to. While there is certainly a middle-ground to be found for us humans as both natural predators and stewards of our wild kin, this is absolutely not it.
As it stands, Petition 13 is a ballot effort looking to appear before Oregon voters in November 2022. To do so, it has until July of 2022 – a full year – to collect 112,000 signatures. If it does, it will appear before the state to be voted into law for all Oregon citizens.
The Opening of Oregon’s Petition 13 Reads as Follows:
Whereas, animals are sentient beings capable of experiencing pain, stress, and fear.Whereas, current exemptions permit unnecessary and inhumane harm to animals.
The People of Oregon therefore propose the Abuse, Neglect, and Assault ExemptionModification and Improvement Act to amend Chapter 167 of the Oregon Revised Statutes… Which currently provide unnecessary exemptions to laws governing animal abuse, animal neglect, and animal sexual assault.. In order to reduce the suffering of animals and improve their quality of life.
As Outsiders will note right off the bat, “animal abuse, animal neglect, and animal sexual assault” are not the same as hunting, fishing, ranching, husbandry, or farming, etc. The former are acts of abuse, while the latter are human survival methods that were born from nature itself.
Moreover, removing the recreational forms of hunting and fishing alone would cripple Oregon’s wildlife management agencies. Wildlife conservation’s existence depends on the funds made available by citizens purchasing licenses, associated taxes, and so forth. To remove this stream of revenue would remove Oregon conservation (and the conservationists responsible for protecting wildlife and their habitats) statewide.
This, too, may even be secondary to the economic hit Oregon takes from removing the harvesting of animals for food. Rural communities, in particular, could see revenues dry up near-completely.
And this is just the tip of the iceberg.

All the current laws you will find in italics within will disappear if Petition 13 passes. They will no longer be legal in Oregon.
Keeping the best interests of those who cannot speak for themselves in mind is a worthy virtue. But Petition 13 is a wolf in sheepskin. Those who have drafted this ballot effort have failed to include any scientific basis for the changes they wish to enact. No regard for nature lies within, only language denouncing the very practices of nature in order to advance a political agenda. One that will cripple Oregon’s people, wildlife, conservation, and many industries in-between.
