A medical watchdog organization is calling on hospitals to cut ties with a transgender activist group that awards healthcare systems for promoting gender ideology and child sex-changes.
Do No Harm released a 36-page report on Aug. 14 titled, “How The Human Rights Campaign’s Healthcare Equality Index Infects Pediatric Hospitals With Gender Ideology,” outlining how the Human Rights Campaign (HRC) influences hospitals to adopt ideologically driven policies such as requiring leadership to undergo LGBTQ+ training, asking patients if their “gender identity” differs from their sex and offering employees insurance coverage for child sex-change interventions, such as puberty blockers.

“By capitulating to the HRC’s political scheme, hospitals have utterly betrayed patients, especially children struggling with gender dysphoria. If health systems care about providing high-quality pediatric care, then they should distance themselves from the HRC and its Index,” Miceli said. “Medical professionals must learn the truth about pediatric gender medicine and dare to speak out against the harmful model imposed by the HRC and other ideologues.”
The HRC did not respond to the Daily Caller News Foundation’s request for comment.

“The HEI itself measures hospitals’ adherence to the tenets of gender ideology, by evaluating healthcare facilities’ policies and practices within five major categories,” states the report.
Hospitals can achieve a perfect score of 100 according to how they meet criteria set by the HRC, such as offering “transgender-specific clinical services,” which creates “great pressure” for children’s hospitals to create child sex-change clinics, according to the report.
“Hospitals are to offer transgender-specific clinical services and promote a multidisciplinary gender clinic that is distinct from a general LGBTQ+ clinic. This criterion alone places great pressure on the 41 participating pediatric hospitals to start a transgender program, if they have not done so already,” states the report.

“Some kids feel like a girl, some kids feel like a boy, some kids feel like something else. What do you feel like? There is no right or wrong answer,” states the presenter in the HRC approved training, according to the report.
The presenter in the HRC approved training notes its ideal to ask these questions without parents in the room, according to the report.
“That is a very appropriate and helpful question to ask all pediatric patients. Of course, you want to make sure that you’re asking these questions ideally without the parent or guardian in the room initially so that you get an unfiltered answer,” states the training according to the report.
In 2024, 41 pediatric hospitals voluntarily participated in the HEI with 20 receiving a perfect score of 100, a distinction Do No Harm says should be viewed as cautionary to the public.

“A perfect score on the HEI is anything but perfect.”
The report ends with a call to action for healthcare providers and a reminder that “detangling” the influence of HRC from children’s hospitals is a critical step in protecting children from the harms of gender ideology.
“The roots of gender ideology run deep and wide, carefully and thoroughly watered and fertilized by the champions of pediatric gender transition, the Human Rights Campaign, and their allies. They will not concede defeat. Each of those tangled roots entrenched in our institutions, particularly our healthcare systems, must be exposed and permanently removed,” states the report.

“It is time for courage. Employees of all levels employed at HEI institutions caring for children need to speak out against the trainings and policies that HRC brought in to promote gender ideology. Now is not the time to ‘go along to get along.’ The quiet majority must raise its voice,” states the report. “Courage is contagious, and there is strength in numbers.”
